ISO 22000 vs FSSC 22000: Key Differences, GFSI, and Which One Your Buyers Need

The two share the same core, but they are not the same certificate. Here is what each one covers, when a buyer will only accept FSSC 22000, and how to choose without paying for more than you need.

A spice exporter fills in a supplier questionnaire from a new customer. Most of it is familiar: hazard analysis, allergen control, traceability. Then one line stops the team: "Please provide a GFSI-recognized food safety certificate." The plant already runs a solid ISO 22000 system. Is that enough?

Often the answer depends on one word in the buyer's requirement. ISO 22000 and FSSC 22000 share the same management system, but only one of them is recognized by the Global Food Safety Initiative (GFSI). This guide sets out the difference between ISO 22000 and FSSC 22000, what each audit looks like, what is changing in 2026 to 2028, and how to decide.

Quick answer: ISO 22000 is an ISO standard for food safety management systems. FSSC 22000 is a certification scheme built on ISO 22000. It adds sector prerequisite programs from the ISO 22002 series and its own additional requirements. FSSC 22000 is GFSI-recognized, and ISO 22000 on its own is not. Choose FSSC 22000 when a buyer asks for a GFSI-recognized certificate. Choose ISO 22000 when a buyer asks for accredited food safety certification, or when you want a strong system you can build on later.

What Are ISO 22000 and FSSC 22000?

ISO 22000

An international standard published by ISO. It sets the requirements for a food safety management system (FSMS) for any organization in the food chain, and it builds in the HACCP principles of the Codex Alimentarius.

FSSC 22000

A certification scheme owned by Foundation FSSC. It uses ISO 22000 as its base, then adds sector prerequisite programs and scheme-specific requirements. GFSI recognizes it through its benchmarking process.

In short, every FSSC 22000 system contains an ISO 22000 system. The reverse is not true. If you hold ISO 22000, you have done most of the management system work, but not the extra prerequisite programs and scheme rules that FSSC 22000 requires.

Which One Do Your Buyers Need?

Start with the exact words in your buyer's requirement. Buyers often use "ISO 22000", "FSSC" and "GFSI" loosely, so a five-minute check can save you months.

If your buyer asks forWhat usually fits
"A GFSI-recognized certificate"FSSC 22000, or another GFSI-recognized scheme such as BRCGS or SQF. ISO 22000 alone will not meet this.
"FSSC 22000" by nameFSSC 22000
"ISO 22000" or "an accredited food safety management system"ISO 22000 from an accredited certification body
"HACCP certification"HACCP certification, or ISO 22000 if you want a full management system around it
No named scheme, only proof of food safety controlISO 22000 is often enough. Confirm with the buyer before you start.

Large retailers and global brand owners tend to ask for GFSI. Many ingredient buyers, food service groups, export customers and public tenders accept accredited ISO 22000. If you are not sure, ask your buyer to confirm the scheme in writing.

How ISO 22000 and FSSC 22000 Audits Differ

Both follow the same basic path: a Stage 1 audit to check readiness, a Stage 2 audit to test that the system works on the floor, then a three-year certificate with audits each year. The differences sit in what the auditor checks and how the audits are arranged.

  • Scope of the audit. An ISO 22000 auditor checks clauses 4 to 10, your hazard analysis and your control measures. An FSSC 22000 auditor checks all of that, plus the sector ISO 22002 part and the scheme's additional requirements.
  • Unannounced visits. FSSC 22000 requires at least one unannounced audit in each three-year cycle. ISO 22000 audits are normally planned with you.
  • Audit time. ISO 22000 audit days are set by ISO 22003-1. FSSC 22000 adds its own rules, and the extra requirements usually mean more time on site.
  • Who can audit. Any accredited certification body can certify ISO 22000 within its scope. Only a body licensed by Foundation FSSC can issue an FSSC 22000 certificate.
  • Remote work. Parts of both audits can run online, but food plants usually need a site visit. Our guide to remote ISO audits explains how that decision is made.

Before you compare quotes, check that the body is accredited for food safety. You can look it up in its accreditation body's directory, such as the UAF list of accredited bodies. Our guide to what an ISO certification body is explains what to look for.

What Is Changing in 2026 to 2028

Both sides are moving. If you plan to certify in the next two years, these dates matter.

ISO 22000 Amendment 1:2024Adds climate change to the issues you consider when setting the context of your system.Already in force

For an ISO 22000 project, little changes today. Your auditor will ask how you considered climate change in your context, and you can already use the new ISO 22002 parts to shape your prerequisite programs. That also makes a later move to FSSC 22000 easier.

Moving From ISO 22000 to FSSC 22000 Later

Many food businesses start with ISO 22000 and move to FSSC 22000 when a GFSI buyer appears. Your hazard analysis, HACCP plan, internal audits, management review and records all carry over. What you add is mostly on the floor:

  • Map your site against the ISO 22002 part for your food chain category, and close any gaps in PRPs.
  • Add the FSSC 22000 additional requirements, such as a food defense plan, a food fraud vulnerability assessment, allergen management, environmental monitoring and food safety culture.
  • Prepare your team for an unannounced audit, so the site is ready on any working day.
  • Choose a certification body licensed by Foundation FSSC for your category.

Because the management system is already in place, the move is usually smaller than starting FSSC 22000 from scratch.

What changes on the day you switch

  • Any day can be audit day. With unannounced audits, the floor, records and team must be ready all year, not just in audit week.
  • Serious events must be reported. FSSC 22000 requires you to tell your certification body about serious events, such as a public recall or a regulatory action, within three working days.
  • Quality joins food safety. The scheme's additional requirements include quality control points, such as product release and quality checks, alongside food safety.

Where HACCP and GMP Fit

HACCP is the method both systems use to find and control food safety hazards. Good manufacturing practices are part of the prerequisite programs both expect. If you only need proof of hazard control, HACCP certification may be enough. If buyers ask about hygiene and plant practices, see GMP certification. ISO 22000 brings both into one management system.

Cost and Effort: What to Expect

FSSC 22000 usually takes more work and more audit time than ISO 22000, because of the sector PRPs, the extra requirements and the unannounced audit. For both, the price depends on audit days, which depend on your sites, number of HACCP studies, people and food chain category. Our page on ISO 22000 certification cost explains what sets the audit days.

A simple rule: do not pay for a GFSI scheme your buyers do not require, and do not settle for ISO 22000 when your key buyer has asked for GFSI in writing.

ISO 22000 vs FSSC 22000 FAQ

What is the main difference between ISO 22000 and FSSC 22000?
ISO 22000 is an ISO standard for food safety management systems. FSSC 22000 is a certification scheme built on ISO 22000 that adds sector prerequisite programs from the ISO 22002 series and its own additional requirements. FSSC 22000 is GFSI-recognized, and ISO 22000 on its own is not.

Is ISO 22000 GFSI-recognized?
No. ISO 22000 on its own is not GFSI-recognized. FSSC 22000, which is built on ISO 22000, is. If a buyer asks for a GFSI-recognized certificate, ISO 22000 alone will not meet that requirement.

Is FSSC 22000 better than ISO 22000?
Not always. FSSC 22000 asks for more, and it is the right choice when a buyer requires GFSI. If your buyers accept accredited ISO 22000, it gives you a full food safety management system with less audit time and cost.

Can I get FSSC 22000 if I already have ISO 22000?
Yes. Your ISO 22000 system carries over. You add the ISO 22002 prerequisite programs for your sector and the FSSC 22000 additional requirements, then get audited by a certification body licensed by Foundation FSSC.

What does FSSC 22000 add to ISO 22000?
It adds the ISO 22002 prerequisite program part for your food chain category and scheme requirements such as food defense, food fraud prevention, allergen management, environmental monitoring and food safety culture. It also requires at least one unannounced audit in each three-year cycle.

What is FSSC 22000 Version 7?
Version 7 is the latest version of the FSSC 22000 scheme, published on 7 May 2026. It adopts the ISO 22002 2025 series and aligns with the GFSI benchmarking requirements 2024. Version 6 audits run until 30 April 2027, and upgrade audits run from 1 May 2027 to 30 April 2028.

Is ISO 22000 being revised?
Yes. ISO has started revising ISO 22000, and a draft is moving through ISO's approval stages. Until the new edition is published, ISO 22000:2018 with its 2024 climate change amendment is the edition organizations certify to.

Does Accredify Global certify FSSC 22000?
No. Accredify Global is accredited by UAF to certify ISO 22000, and also offers HACCP and GMP certification. We do not certify FSSC 22000, BRCGS or SQF. If your buyer needs a GFSI scheme, we tell you at the scope review.

How long is an ISO 22000 or FSSC 22000 certificate valid?
Both run on a three-year certification cycle. ISO 22000 has surveillance audits each year. FSSC 22000 also has yearly audits, and at least one of them in each cycle must be unannounced.

Can I hold both ISO 22000 and FSSC 22000 certificates?
You can, but most organizations do not need to. An FSSC 22000 certificate already covers the ISO 22000 requirements inside it. A separate ISO 22000 certificate only makes sense if a specific customer asks for one by name.

Is FSSC 22000 harder to pass than ISO 22000?
It is broader rather than harder. The auditor checks more: the sector prerequisite programs, the scheme's additional requirements and your readiness for an unannounced visit. A well-run ISO 22000 system is a strong base for passing it.

Does FSSC 22000 need more documents than ISO 22000?
Yes, a little. Most of the extra paperwork sits in the additional requirements, such as a food defense plan, a food fraud vulnerability assessment, an allergen management plan and an environmental monitoring program. The core FSMS documents stay the same.

Which costs more, ISO 22000 or FSSC 22000?
FSSC 22000 usually costs more, because the extra prerequisite programs and scheme requirements add preparation work and audit time. For both, the price depends on audit days, which are set by your sites, HACCP studies, people and food chain category.
