What ISO Certification in Paraguay Tells Customers and Lenders

An ISO certificate confirms, after an independent audit, that your management system meets an international standard and is used in daily operations. An accredited certification body checks records, talks to staff, and walks through plants, silos, river terminals, or offices. If the system conforms, you receive a certificate valid for three years. A surveillance audit each year keeps it active.

Agribusiness is the base of the Paraguayan economy. Soybeans, beef, and grains move from farms in the east and the Chaco to processors, cold stores, and river ports. Meat plants and oilseed crushers sell to demanding foreign markets, and those buyers often ask for ISO 22000 and ISO 9001 on top of official sanitary approvals.

The maquila regime has built a manufacturing export sector. Law 1064/1997 lets plants import inputs, add value in Paraguay, and export the product, mostly to Mercosur partners. Auto parts, textiles, plastics, and other components are made in the Central department and Alto Paraná. Automotive and industrial customers expect ISO 9001 at minimum, and often ISO 14001 and ISO 45001.

Paraguay is landlocked, so river transport matters. Barges carry grain and fuel along the Paraguay and Paraná rivers to ports in Argentina and Uruguay. Terminals around Villeta and Asunción, freight forwarders, and warehouse operators supply shippers who want documented quality and safety.

Energy comes almost entirely from hydropower, mainly the Itaipú dam shared with Brazil and Yacyretá shared with Argentina. Large energy users and contractors on power projects use ISO 50001, ISO 45001, and ISO 14001 to manage energy, safety, and environmental risk.

Banks, cooperatives, and software companies in Asunción face a new data protection law, Law 7593/2025. Its full obligations start in November 2027, so 2026 and 2027 are the window to build controls. ISO 27001 and ISO 27701 give a structured way to do that.

Accredify Global is accredited by UAF, and our scope is published in its directory. The national accreditation body is the Organismo Nacional de Acreditación (ONA), and the national standards body is the INTN. If a tender or buyer names either, share the wording before you book and we will confirm the fit.

Paraguayan Rules in 2026 That Drive Certification Requests

A full data protection law is coming. Law 7593/2025 on personal data protection was promulgated on 27 November 2025. It takes effect 24 months after official publication, which places full application in November 2027. It covers personal data of natural persons, processed manually or automatically, including cross-border processing that affects people in Paraguay.

Breaches must be reported within 72 hours. Controllers must notify the supervisory authority and affected people within 72 hours of becoming aware of a security incident. Impact assessments are required for high-risk processing, such as profiling with legal effects or large-scale sensitive data. International transfers need an adequate level of protection or safeguards such as standard contractual clauses.

A new agency will supervise and fine. The law creates the National Personal Data Protection Agency inside the Ministry of Information and Communication Technologies (MITIC), with functional autonomy. Fines run from 20 to 2,500 daily minimum wages. They rise to 5,000 daily wages for sensitive data and 10,000 when that data belongs to children and adolescents.

Standards Paraguayan Buyers and Tenders Ask For

Requirements vary by customer, but these pairings come up most often in Paraguay.

SectorWhat the buyer worries aboutUsual standards
Meat packers, dairy, and oilseed crushersFood safety, traceability, and cold chain controlISO 22000, HACCP, and ISO 9001
Maquila plants in Central and Alto ParanáConsistent quality and customer auditsISO 9001, ISO 14001, and ISO 45001
Silos, grain traders, and agricultural inputsStorage losses, handling safety, and supplier controlISO 9001 and ISO 45001
River terminals, barge operators, and forwardersCargo handling, spills, and crew safetyISO 9001, ISO 14001, and ISO 45001
Banks, cooperatives, and payment firmsCustomer data, fraud, and system uptimeISO 27001, ISO 27701, and ISO 22301
Software firms and contact centers in AsunciónClient data and service delivery for foreign clientsISO 27001 and ISO 20000-1
Contractors on roads and energy worksSite safety and environmental permitsISO 45001, ISO 14001, and ISO 50001 for energy users

Official sanitary approvals for food exports are separate from ISO certification. ISO 22000 supports those controls but does not replace them.

A maquila plant shows how scope choices matter. The plant may receive inputs under the regime, assemble in Luque or Ciudad del Este, and ship through Brazil or Argentina. A single quality system can cover receiving, production, and export documentation, with one audit across them. Customers then see one certificate that matches the actual flow of goods. Agribusiness groups take a similar route, covering a crusher, silos, and a river terminal under one system with sites sampled each year.

How ISO Supports Paraguayan Requirements

A certificate is not a permit. It is the system that keeps controls working between customer audits, lender reviews, and inspections.

Law 7593/2025 on personal dataControllers and processors handling personal dataISO 27701 sets privacy roles and records; ISO 27001 secures the data

Decree 14390/1992 on workplace safety and hygieneEmployers overseen by the Labor Ministry (MTESS)ISO 45001 organizes hazard control and worker participation
Public procurement through the DNCPFirms bidding for state contractsCertificates can strengthen technical evaluation where tenders score them

State tenders are published on the DNCP portal at contrataciones.gov.py, and each call sets its own technical requirements. Read the specific bid conditions, because some ask for a certificate and others only for equivalent evidence. Banks and cooperatives also answer to the Banco Central del Paraguay or the cooperative regulator, INCOOP. Where a client wants testing, our VAPT services and cyber security risk assessment help, and exporters serving European customers can review GDPR duties. Firms trading with Brazil can also read our LGPD page.

Common questions

FAQ: ISO Certification in Paraguay

Answers on maquilas, agribusiness exports, Law 7593/2025, cost, and timing.

How do I get ISO certification in Paraguay?

Choose the standard your customer or tender requires, run the system until it produces records, then book the audit. Stage 1 and Stage 2 follow, and a conforming system receives a three-year certificate.

How long does certification take in Paraguay?

With a working system, most organizations certify 6 to 12 weeks after Stage 1. More sites, more standards, or a new system add time.

How much does ISO certification cost in Paraguay?

There is no list price. The fee follows the audit man-days your scope needs, based on staff, sites, risk, and standards.

Is Accredify Global accredited?

Yes. UAF accredits Accredify Global for twelve standards, including ISO 9001, ISO 14001, ISO 22000, ISO 27001, and ISO 27701.

When does Law 7593/2025 apply?

It was promulgated on 27 November 2025 and takes effect 24 months after official publication, in November 2027.

Who will enforce Paraguay's data protection law?

The National Personal Data Protection Agency, a unit within MITIC with functional autonomy. It can investigate and fine.

How fast must a data breach be reported under Law 7593/2025?

Within 72 hours of becoming aware of it, to both the agency and the affected people.

How large are fines under Law 7593/2025?

From 20 to 2,500 daily minimum wages, up to 5,000 for sensitive data and 10,000 for sensitive data of minors.

Does ISO 27701 help with Law 7593/2025?

Yes. It adds privacy roles, processing records, rights handling, and breach response to an ISO 27001 system. Certification is evidence of good practice, not legal approval.

Do maquila plants need ISO 9001?

The regime does not require it by law. Most export customers, especially automotive and industrial buyers, ask for it before they award contracts.

Does ISO 22000 replace SENACSA or export health approvals?

No. Official sanitary approvals are separate. ISO 22000 manages the food safety system that supports them.

Can the audit be held in Spanish?

Yes, Spanish is the usual language for documents and interviews. Where staff prefer Guaraní, we plan interpretation during scoping.

Can you audit sites in the Chaco or Alto Paraná?

Yes. We plan travel in advance and sample sites over the certificate cycle.

Can parts of the audit be remote?

Document review and some interviews can be remote where the rules allow. Plants, silos, and terminals are audited in person.

Will Accredify Global write our documents?

No. A certification body must stay impartial, so we audit and certify only. Your team or an independent consultant builds the system.
