What ISO Certification in Romania Proves to Customers and Contracting Authorities

ISO certification in Romania means an accredited certification body has checked your management system against an international standard and found it working in practice. Our auditors read your records, talk to the people who do the work, and walk through your plants, offices, and project sites. A conforming system receives a certificate valid for three years. A surveillance audit each year keeps it live.

Manufacturing for European customers drives much of the demand. Car plants around Pitești and Craiova pull in hundreds of suppliers of wiring, seats, castings, and plastics. Many of those suppliers sit in industrial parks near Timișoara, Arad, Sibiu, Brașov, and Ploiești. Their German, French, and Italian customers expect ISO 9001 at a minimum. Most also ask for ISO 14001 and ISO 45001 before a new part is approved.

Romania is also a large exporter of software and IT services. Development centers in Bucharest, Cluj-Napoca, Iași, Timișoara, and Brașov build products for banks, telecoms, and software houses across Europe and North America. Those clients send security questionnaires during onboarding. ISO 27001 answers most of them in one document. NIS2 has added pressure, because clients now push security duties down to their suppliers.

Public works form the third driver. Road, rail, water, and energy projects funded through the EU budget and the national recovery plan are tendered on SEAP. Contracting authorities often list ISO 9001, ISO 14001, or ISO 45001 among the quality and environmental standards a bidder must meet. A certificate is easier to prove than an equivalent set of measures.

The Port of Constanța adds a logistics angle. Terminal operators, freight forwarders, and warehouses handle cargo moving between the Black Sea, the Danube, and Central Europe. Shipping lines and manufacturers ask them for ISO 9001 and, more and more, for ISO 14001 and ISO 45001 too.

Accredify Global holds UAF accreditation, and our scope appears in the UAF directory. Romania's national accreditation body is RENAR, and its national standards body is ASRO. If a tender or customer contract names a particular accreditation body or asks for a recognized equivalent, send us the wording before you book. We will tell you plainly whether our certificate fits.

Romanian Rules in 2026 That Drive Certification Requests

NIS2 now applies through GEO 155/2024. Government Emergency Ordinance 155/2024 transposed the NIS2 Directive at the end of December 2024. Parliament later approved it through Law 124/2025. The National Cyber Security Directorate, DNSC, is the competent authority. Entities in scope must send an early warning within 24 hours of a significant incident, a fuller notice within 72 hours, and a final report within one month.

Registration and fines are set out in DNSC orders. DNSC Orders 1/2025 and 2/2025 took effect on 20 August 2025. They opened a 30-day window for in-scope entities to register and set the method for assessing each entity's risk level. Fines reach EUR 10 million or 2% of worldwide turnover for essential entities. For important entities the cap is EUR 7 million or 1.4%. Essential entities must also be audited by DNSC-attested auditors, which is a separate duty from ISO certification.

GDPR is applied through Law 190/2018. Law 190/2018 adds national rules to the GDPR, enforced by the National Supervisory Authority for Personal Data Processing, ANSPDCP. Breaches still go to the authority within 72 hours. A controller that relies on legitimate interest to process the personal numeric code (CNP) must appoint a data protection officer. Public bodies face fines of up to RON 200,000.

Standards Romanian Customers and Tenders Ask For

Each buyer has its own supplier checklist. These standards show up most often in Romania.

SectorWhat the buyer worries aboutUsual standards
Automotive suppliers in Argeș, Dolj, Timiș, and BrașovDefect rates, traceability, and plant safetyISO 9001, ISO 14001, and ISO 45001
Software and IT service exportersClient data, access control, and supplier riskISO 27001 and ISO 27701
Managed IT and data center providers under NIS2Incident handling and service continuityISO 27001, ISO 22301, and ISO 20000-1
Road, rail, and utility contractorsSite safety and environmental conditions in SEAP tendersISO 9001, ISO 14001, and ISO 45001
Steel, chemicals, and building materials plantsEnergy cost and emissionsISO 50001 and ISO 14001
Food processors and agri-food exportersFood safety for retail and export buyersISO 22000 and HACCP
Medical device manufacturersDevice quality for EU distributorsISO 13485

Many car makers also require IATF 16949, a separate automotive scheme with its own oversight. ISO 9001 is the base it builds on, but it is not a substitute.

A typical Romanian auto supplier runs two or three plants in different counties, often with a shared engineering office in Bucharest or Timișoara. Running one integrated quality, environmental, and safety system across those plants pays off. Customer auditors see the same evidence at every site. The audit plan samples sites in a set rotation. Production managers stop keeping three versions of the same procedure for three customers.

Where ISO Supports Romanian Legal Duties

No ISO certificate replaces a permit, a DNSC audit, or a regulator's decision. It keeps the controls behind them running between inspections.

Rule or systemWho it reachesHow ISO supports it
GEO 155/2024 (NIS2), approved by Law 124/2025Essential and important entities in the annexed sectorsISO 27001 provides the risk management and incident process DNSC expects

Law 190/2018 and the GDPREvery controller and processorISO 27701 runs privacy duties; ISO 27001 protects the data
Law 98/2016 on public procurementBidders on SEAP tendersISO 9001, ISO 14001, and ISO 45001 prove the quality and environmental measures asked for
DORA (EU Regulation 2022/2554)Banks, insurers, and their ICT providersISO 27001 and ISO 22301 support ICT risk and resilience testing

Some duties need testing or a different scheme rather than an ISO certificate. Our VAPT services and cyber security risk assessment report against recognized frameworks. Our NIS2 readiness work maps ISO 27001 controls to the ordinance. Banks and their suppliers can use our DORA readiness service, and our GDPR services cover wider privacy work. A DNSC audit of an essential entity must still be carried out by a DNSC-attested auditor.

Common questions

FAQ: ISO Certification in Romania

Answers on automotive supply, NIS2 and DNSC, SEAP tenders, cost, and timing.

How do I get ISO certification in Romania?

Pick the standard your customer, tender, or regulator asks for. Run the system long enough to build real records. Then book Stage 1 and Stage 2 with an accredited body, which issues a three-year certificate if you conform.

How long does ISO certification take in Romania?

Companies with a system already in use often certify 6 to 12 weeks after Stage 1. Several plants, several standards, or a brand-new system take longer.

How much does ISO certification cost in Romania?

There is no fixed price list. Each proposal is built from the man-days your scope needs, based on headcount, sites, risk, and the standards involved.

Is Accredify Global accredited?

Yes. UAF accredits Accredify Global for twelve standards, including ISO 9001, ISO 14001, ISO 45001, ISO 27001, and ISO 50001.

Do SEAP tenders accept a UAF-accredited certificate?

Contracting authorities under Law 98/2016 generally accept certificates from accredited bodies and equivalent evidence. If the documentation names a specific body, send us the clause before you book.

Does ISO 27001 make us compliant with GEO 155/2024?

Not on its own. It covers most of the risk management and incident handling the ordinance asks for. Registration with DNSC, reporting, and any DNSC audit remain separate duties.

Can Accredify Global perform our DNSC cybersecurity audit?

No. Audits of essential entities under GEO 155/2024 must be done by DNSC-attested auditors. Our ISO 27001 certificate is separate evidence that supports them.

How fast must a significant incident be reported to DNSC?

Send an early warning within 24 hours and a fuller notification within 72 hours. A final report follows within one month.

Who enforces data protection in Romania?

ANSPDCP, the National Supervisory Authority for Personal Data Processing. It applies the GDPR together with Law 190/2018.

Do we need a DPO to process CNP numbers?

Under Law 190/2018, a controller that processes the CNP on the basis of legitimate interest must appoint a data protection officer, among other safeguards.

Is ISO 9001 enough for automotive customers?

Often not. Many car makers also require IATF 16949, a separate automotive scheme. ISO 9001 is the base, and ISO 14001 and ISO 45001 are frequently requested too.

Can parts of the audit be remote?

Document review and some interviews can be remote where the rules allow. Plants, warehouses, and construction sites are audited in person.

Can one certificate cover our Romanian plants and a site in Moldova or Hungary?

Yes, if every site runs one management system under the same organization. Each site is listed on the certificate.

Should a Cluj or Iași software firm choose ISO 27001 or SOC 2?

European clients usually ask for ISO 27001. US clients often ask for SOC 2. Many firms keep one control set and evidence both.

Will Accredify Global write our documents?

No. A certification body has to stay impartial, so we audit and certify only. Your own team or an independent consultant builds the system.
